I find the utility of VATS is in the crits, limb damage (easier to target a single limb than without VATS), and for identifying foes. If you're running VATS pistol builds, you want to be using the deliverer and Kellogg's pistol- the deliverer can lock on to an absurd amount of targets and have a higher chance to hit, and Kellogg's pistol does a ridiculous amount of damage by default (mine is displayed at 193 (maxed gunslinger + bloody mess)), and crits only send that higher.
